[ Information ] About Us Immediately following the horrific events of 9/11, the Federal Government established the Department of Homeland Security (DHS). Within that framework, the DHS further developed FEMA, CITIZENS CORPS, and other agencies to ensure that our borders would become a safer place to live and to handle certain situations as they developed. On a local level, CERT was placed under the Citizen's Corps venue and Caldwell County CERT was established after certified training was completed in August 2005. Periodic training ensures that volunteer team members remain ready and able to deploy locally when & where needed.
